The question arrives in our inbox in some form almost every week, usually from someone about to place their first real order: I sent the same drawing to five factories and the quotes range from under two dollars to over six. Is the expensive one better, or am I being handled? It is a fair question and a hard one, because a filter quote is a single number covering at least five separate cost decisions, and suppliers rarely break it out. To make this concrete rather than theoretical, we have used the publicly published sourcing terms from HIFINE, a Suzhou-based HEPA manufacturer, as a reference point for what the commercial variables look like when a factory states them openly — not as an endorsement, but because a real set of disclosed conditions is easier to reason against than a hypothetical one.
Here is where the money actually goes, in rough order of how much it moves the final number.
The media: the biggest line, and the one most people focus on
Filter media is typically the single largest material cost, and it varies on three axes at once.
Material type. Glass fiber media generally delivers high efficiency at low airflow resistance and costs less per square meter. Synthetic media — usually meltblown polypropylene — is more flexible, does not shed fibers, and handles deep pleating well, but tends to cost more and often relies on an electrostatic charge that can weaken over time and with humidity exposure. Neither is universally better; they are different trade-offs. A quote that does not name the media type is not comparable to one that does.
Basis weight. Heavier media, more material, higher cost. It also raises resistance, which is why heavier is not automatically better in a compact appliance with a small fan.
Grade. Moving up the EN 1822 ladder — H11 at 95%, H13 at 99.95%, H14 at 99.995% — costs more at every step, and the cost curve steepens near the top. This is worth pausing on, because grade is the variable buyers reach for first and it is frequently the wrong one. Denser media means higher resistance, which means reduced airflow, harder-working motors, and more noise. Specifying H14 in a machine engineered around H13 often buys you a worse product at a higher price.
Rough shape of it: media commonly accounts for something in the range of a third to a half of unit cost on a standard replacement, though this shifts substantially with format.
The frame: where the MOQ actually comes from
This is the line item that confuses buyers most, because the frame cost is not really a per-unit cost at all.
Cutting a mold for a custom frame is a one-time expense that has to be recovered across the production run. On a run of 500 units, that recovery is a meaningful share of each unit’s price. On 50,000 units, it nearly disappears. This is the entire mechanical reason minimum order quantities exist for custom work, and it is why a single flat MOQ quoted across every project should make you suspicious — it means the number is a policy, not a cost calculation.
The published figures give a sense of the normal range. HIFINE states minimums starting around 500 to 1,000 units, scaling with mold complexity. That second clause is the part worth noticing: a supplier who explains that the minimum moves with tooling difficulty is describing an actual cost structure. One who quotes the same number for a simple rectangular frame and a complex cylindrical cartridge is not.
Frame material matters separately. Molded plastic, aluminum, and dense pressed pulp sit at different price points and different rigidity levels — and rigidity is not cosmetic. The frame is what presses against the housing gasket and stops air from slipping around the media instead of through it.
Two things to settle in writing before tooling is cut: whether the mold cost is quoted separately or amortized into unit price, and who owns the mold afterward.
Sealing and adhesive: the cheapest place to cut, and the least visible
Inside the frame, the media pack has to be bonded around its full perimeter so air cannot escape between the pleat pack and the frame wall. Polyurethane potting is the standard approach because it fills the perimeter continuously rather than relying on a bead of glue that may or may not be unbroken.
This costs real money — material, cure time, line time — and it is almost completely invisible in a finished product. You would have to cut a filter open to check. That combination makes it the most common quiet cost reduction in the category.
It also matters more than almost anything else on this list. Air takes the path of least resistance. Filter media presents resistance; a gap presents almost none. A discontinuous bond creates an internal bypass route, and air that goes around the media arrives completely unfiltered regardless of what grade that media was certified at. You can buy the best media available and give most of the benefit back through a two-dollar sealing decision.
When comparing quotes, ask what the sealing method is and ask to cut a sample open. A supplier who will not discuss it has told you where their savings came from.
Testing: type testing versus batch testing
Verification is a genuine cost line, and it comes in two very different forms.
Type testing validates a design once. The product was tested when it was developed, and that result is quoted thereafter.
Batch testing verifies production on an ongoing basis. Every batch is checked before it ships. This costs more — equipment time, labor, documentation — and it is the only one of the two that protects you against the failure mode that actually hurts: a sample that meets spec and a production run that quietly does not.
HIFINE, as an example of what disclosure looks like here, states that batches are checked against EN 1822 efficiency testing before shipping. Whether or not that supplier is on your list, that is the shape of answer to look for — a named standard plus a stage, rather than a bare percentage.
The practical follow-up: are records retained per batch, and will you receive them? Testing without documentation gives you a process you cannot audit.
Pleating and construction
Pleat count and pleat depth determine how much filter surface fits inside a given frame footprint, and more surface generally means lower resistance and longer service life. It also means more media and slower line speed.
The related cost is pleat separation — whatever keeps the folds from collapsing against each other. Collapsed pleats lose effective area, which raises resistance in exactly the product that was supposed to have plenty of it. Mini-pleat construction, which packs tighter folds into the same frame, costs more than standard pleating for this reason.
If two quotes look similar but one specifies noticeably more pleats, they are not quoting the same product.
Packaging, private label, and certification
The last cluster is smaller per unit but easy to underestimate in aggregate.
Private-label packaging means artwork, plates or print setup, and often its own minimum order quantity separate from the filter itself. Retail-ready boxes cost several times what a polybag costs. Individual sealing, desiccant, barcoding, and multilingual inserts each add a little.
Certification and audit maintenance also sit in the price somewhere. ISO 9001 covers quality management — the documented processes that keep batch fifty matching batch one. BSCI covers social compliance and labor conditions, which has become a practical requirement rather than an optional nicety for anyone selling into the EU. Neither is free to maintain, and a supplier carrying both has costs a supplier carrying neither does not.
Why the cheap quote is usually cheap
Put the list together and the pattern is clear. Of the six cost areas above, buyers can visually verify roughly two: pleat count and packaging. The rest — media grade and basis weight, frame rigidity, sealing continuity, and testing regime — are invisible without destructive inspection or lab equipment.
So the rational move for a supplier competing purely on price is to hold the visible lines and cut the invisible ones. This is why a very low quote so often turns out to have skipped continuous potting, dropped from batch testing to type testing, or substituted a softer frame that deforms in shipping. The filter looks correct. It photographs correctly. It fails in ways that surface as customer complaints six months later, by which point the savings are long gone.
None of this means expensive is automatically better. Brand margin, retail margin, and inefficient middlemen all inflate prices without adding anything to the product. The point is narrower: cheap is only informative once you know which line was cut.
How to make quotes comparable
Send an identical specification to every supplier and require the quote to be broken out. At minimum, ask each to state:
- Media type, basis weight, and grade, with the standard named
- Frame material, and whether tooling is quoted separately or amortized
- Sealing method, specifically whether the perimeter bond is continuous
- Testing stage — type or batch — and whether records are provided
- Pleat count and depth
- Packaging spec and its own minimum, if separate
- MOQ, with an explanation of what drives it
Then compare structure before comparing totals. The most useful signal is not the number at the bottom — it is which suppliers can answer all seven without hedging, and which ask you a clarifying question before quoting at all.
